Were the police involved in the illegal, violent raids and the sexual assaults conducted in the 1990s in Detroit?

An armed gang of robbers conducted numerous illegal raids in Detroit posing as police officers during the 1990s. They often targeted the homes of small drug gangs, sexually assaulted women, and injured the inhabitants. They robbed the houses and took all the valuable items with them. They didn’t leave any evidence in place. The violence escalated so much that the FBI and local police worked together to capture the criminals.
The Police that Robbed Drugs

In the 1990s, a gang of robbers posing as vigilantes by dressing up as police officers conducted raids in Detroit’s locals’ houses. All the gang members wore masks to hide their identities, were heavily armed and wore bulletproof jackets. They tortured and assaulted the victims. They raped and sexually assaulted several women during these robberies. Residents started fearing their lives as the robbers successfully invaded over a hundred homes, usually of drug dealers.
The Violent Raids and Sexual Assault

During a routine raid, the robbers posing as police asked the inhabitant to reveal where he kept the drugs. The man refused to disclose the information. He thought that the police could not shoot him since it was against the law, but the robber shot him. This invoked suspicion within the person who was shot. He then reported to the police that a few people barged into his house and stole some valuable belongings.
The police, upon investigation, found that there were no raids that were to be conducted during the time and date as suggested by the report.
